A. Geographic Scope
This contract is for the Southern Regional Weather Records Center (SRWRC), which is composed of TN, MS, LA, AR, OK, and TX.
The contractor providing the SRWRC capability to a region shall be physically located within the region and must serve all states, territories, and U.S.-affiliated islands in the region. An RWRC with unique capabilities may work with other RWRCs to meet user needs beyond its immediate region.
B. Program Scope
The SRWRC shall provide products and services to address regional weather records needs and issues in the context of NCEI’s broader environmental information responsibilities. This will include leveraging NOAA’s capabilities and expertise by transforming its satellite, in situ, radar, and paleoclimate data and products into regionally-tailored products and services, as appropriate, that meet the needs of users and partners and promote resilience and prosperity. The SRWRC will focus its work in four broad areas:
The National Oceanic and Atmospheric Administration (NOAA) issued solicitation 1332KP26R0027 for the establishment and operation of the Southern Regional Weather Records Center (SRWRC). This center supports the mission of the National Environmental Satellite, Data, and Information Service (NESDIS) by providing timely access to global environmental data. The SRWRC serves as a bridge between the National Centers for Environmental Information (NCEI) and regional user communities by transforming satellite, radar, and paleoclimate data into tailored products and services. Performance is restricted to the southern region, comprising Tennessee, Mississippi, Louisiana, Arkansas, Oklahoma, and Texas, with the contractor required to be physically located within this geographic area in Asheville, North Carolina.
The scope of work encompasses four primary functional areas: regional engagement to identify user needs, prioritization and development of tools and products, transitioning successful tools to NCEI operational states, and sustaining ongoing mission-support services. The contractor will engage with industry and public sector constituencies to understand long-term weather-related issues and translate these needs into requirements for NCEI’s database. The project is classified under NAICS 541990, All Other Professional, Scientific, and Technical Services, and PSC R427, Support- Professional: Weather Reporting/Observation.
This solicitation is not designated for any specific set-aside. Proposals are due by June 26, 2026, and the primary point of contact is Recarlo Applewhite. The solicitation includes 13 attachments, such as the Performance Work Statement for Task Order 1, past performance questionnaires, data management standard operating procedures, and recent amendments addressing vendor questions and comments.
