The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), intends to negotiate a sole-source contract with Project and Construction Welding, Inc., doing business as IMS, Inc., for the procurement of IMS watertight door parts and circuit card upgrades. These components are required for the NOAA Ship Pisces to maintain life-critical watertight integrity while in port and underway. As the Original Equipment Manufacturer (OEM), IMS, Inc. is the sole authorized provider in the United States for the specialized service, technical assistance, and proprietary spare parts necessary for these systems. The project involves upgrading control circuit cards that are no longer supported; utilizing a non-OEM vendor would void the American Bureau of Shipping (ABS) type approval and modify the system outside of original design requirements.
This requirement is identified under solicitation number 140802-26-0353 and is classified under NAICS 332321, Metal Window and Door Manufacturing, and PSC 2040, Marine Hardware and Hull Items. The acquisition is being conducted as a Small Business Administration (SBA) set-aside under the guidelines of FAR Part 12 and FAR Part 13. Performance will take place in Pascagoula, Mississippi.
While this notice does not constitute a solicitation for competitive quotes, interested parties that are authorized IMS dealers may submit a statement of capabilities to the primary contact, Alexander Cancela, by June 18, 2026. Submissions must include an OEM letter confirming authorization and sufficient technical detail to demonstrate the ability to provide the required parts without compromising manufacturing, delivery, or warranty standards. The government will use the information received by the deadline to determine whether a competitive procurement is warranted for future requirements.
