THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The Department of Homeland Security (DHS) Science and Technology Directorate (S&T), Office of Innovation and Collaboration (OIC), Office of National Laboratories (ONL), Transportation Security Laboratory (TSL), working in conjunction with DHS Transportation Security Administration (TSA) Requirements and Capability Analysis (RCA) and Acquisition Program Management (APM) intend to establish a consortium of public and private entities to collect, curate, and distribute sensor data in support of concealed threat detection software development. The consortium will be established through a multi-party Consort
Cooperative Research and Development Agreement (Consortium CRADA).
NOTE: Please see the full RFI, attached, for more information.
The Department of Homeland Security Science and Technology Directorate, Office of Innovation and Collaboration, and the Transportation Security Laboratory are establishing a Screening System Data Consortium. Working in partnership with the Transportation Security Administration, the agency intends to form a public-private group to collect, curate, and distribute sensor data used for developing concealed threat detection software. This initiative is being facilitated through a multi-party Consortium Cooperative Research and Development Agreement (CRADA), which serves as the formal agreement for Establishing the Screening Systems Data Sharing Consortium.
Solicitation 70RSAT25RFI000018 is a Sources Sought notice seeking public feedback on the draft terms of the CRADA before the language is finalized and members are engaged. Interested parties must submit comments by June 17, 2026, at 2:00 p.m. ET to the specified points of contact at the Department of Homeland Security. Performance is centered in Washington, DC, and Egg Harbor Township, New Jersey, following a series of industry day events held in early 2026 for synthetic data and algorithm developers.
This requirement is managed by the Office of Procurement Operations and currently carries no set-aside designation. Documentation associated with this notice includes 10 attachments, such as the draft CRADA, industry day slide decks, and question-and-answer summaries. The agency previously held an industry day at the William J. Hughes Technical Center to introduce the consortium concept and instructions for participation to interested organizations.
