FY26 GSA Streamlined Retail Electric Solicitation
The U.S. General Services Administration (GSA) Public Buildings Service is procuring electricity commodity components for various federal utility accounts under solicitation 47PA0826R0001. This requirement covers full electricity needs for up to 60 months across several regional transmission organizations, including PJM, MISO, and NYISO. GSA plans to award multiple contracts to responsible sources licensed in the relevant states at the time of award. Final pricing for specific groups will be determined through an internet-based auction. Technical proposals are due by February 26, 2026, at 3:00 PM EST. The scope includes nominating responsibilities, billing and payment terms, and load change thresholds. Pricing must follow the delivery points in the solicitation exhibits and include all cost components defined in the price confirmation tables. The solicitation includes five amendments that provide conformed text, updated account lists, and revised auction schedules. Amendment 0005 is the current authoritative source for terms, including updated contractor fee structures and revised pre-proposal call schedules for NYISO and MISO auctions. This opportunity has been updated through five amendments that refined the scope, auction schedules, and cost component treatments. Amendment 0005 is the most recent conformed version, incorporating changes to the contractor fee and the pre-proposal call schedule. The procurement serves a diverse portfolio, including the Smithsonian, Department of Justice, and WMATA. The procurement uses an internet-based auction to set final pricing for various groups. Offerors provide firm-fixed pricing for specific components, while other costs are managed through economic price adjustments or pass-throughs as defined in the confirmation tables. Aw…
