View moreAt the time of resource order, the contractor will designate a Crew Boss from the approved roster to be attached to any ordered crew based on operational need and availability. Only individuals appearing on the Government-approved roster may serve as Crew Bosses under this agreement.
Failure to utilize a Government approved Crew Boss may result in the resource being deemed non-compliant and subject to removal from assignment or suspension in accordance with agreement terms.
**NOTE: In accordance with the Government’s right to inspect and evaluate training and experience records at any time during the agreement period, the Contractor shall submit complete and current qualification documentation for all personnel identified as Firefighter Type 1 (FFT1) (currently awarded and new quotes). Failure to timely provide requested records, or the identification of personnel who do not meet qualification requirements, may result in the suspension of affected resources from dispatch or performance under this agreement until compliance is verified. Additional Guidance: To assist the Government in completing FFT1 qualification reviews prior to the upcoming fire season, vendors are requested to submit FFT1 qualification documentation in alignment with Section D.1.5(b) Advanced Firefighter/Squad Boss (FFT1) no later than June 1, 2026 (both current awards and new quotes). The Exhibit D.9 Key Personnel Resume Template form is also required for individuals identified in FFT1 Squad Boss positions.
The FFT1 verification process is not a condition of award, but is intended to assist the Government in confirming that companies have sufficient qualified personnel to support the number of crews awarded under the agreement.
Documentation submitted after June 1 may still be reviewed; however, review will occur at the discretion of the Government based on personnel availability during fire season operations.
If documentation indicates that sufficient qualified personnel are not available to support awarded crews, the Government may temporarily limit dispatch of affected resources until adequate staffing can be demonstrated and verified.
**NOTE: As part of the Government’s responsibility determination in accordance with FAR 9.104-1, the Contractor shall provide documentation demonstrating ownership, leasehold interest, or other legal right of control over the Designated Dispatch Point (DDP) address identified in the agreement (currently awarded and new quotes). The DDP must be operationally viable to safely host crew personnel and equipment in a ready status, including during standby.
