View more3. SPECIFIC REQUIREMENTS The contractor shall:
• Provide and install new LED bollard lights featuring an 8" round, 42" high design with a black finish, 4000K (Neutral White) color temperature and minimum output of 2000 lumens along the 400-foot walkway. Submit technical specifications, product cut sheets, and up to three samples of the proposed LED bollard fixture for customer review and approval prior to material procurement and installation.
• Install new concrete bases for the bollard lights using Sono tube concrete forms. The concrete bases shall be a minimum of 10 inches in diameter (at least 2 inches wider than the 8-inch bollard fixture) and must extend 2 inches above the finished ground level. The concrete shall have a minimum compressive strength of 3,000 PSI, be poured to a depth extending below the local frost line for stability, feature a smooth trowel finish with chamfered exposed edges, and utilize the manufacturer's exact anchor bolt templates. The contractor must ensure all concrete bases are installed at a consistent level elevation along the path so that all installed bollard lights are level and uniform in height with each other.
• Provide rigid electrical conduit for the cables, ensuring they are stubbed up exactly in the center of each concrete base to properly align with the bollard fixture. An open-trench inspection is required to verify the conduit depth meets requirements prior to backfilling; the contractor must provide a minimum of 2 days' notice to schedule this inspection. Once the inspection is passed and the trenches/holes are filled, the contractor shall tamp the surrounding soil and apply seed and straw.
• Space the new bollard lights every 20 feet, or according to the manufacturer's specifications, to maximize lighting and ensure optimal, consistent illumination. The concrete bases shall be installed with a setback of approximately 12 inches from the edge of the sidewalk to the face of the bollard light or manufacturer recommendation.
• Install a dusk-to-dawn photocell control system to automatically turn the new bollard lights on and off based on ambient light levels.
• Repair the two existing light poles that are currently non-operational. Install new conduit and wires connecting the existing light poles to the junction box located near Building 34. Page 3 of 51
• Replace the bulbs in all existing light poles with new LED bulbs to improve lighting quality. Match the color to sidewalk lights. There's approximately 13 light poles in the area of Building 34.
• Provide all necessary electrical conduit, wiring, and all other components from the new bollard lights to connect them to the existing breaker box located next to the turnstile. Picture is provided at the end of document.
• Provide portable toilets.
This acquisition is set-aside for 100% small businesses. The North American Industry Classification System (NAICS) Code is 238210. The small business size standard is $19M.
Department of Labor Wage Determination based on location of the service provided (Richmond, VA). Partial proposals will not be accepted.
For an offer to be considered for award, the contractor must own, possess, or otherwise control a bona fide place of business from which mobilization occurs within 125 miles of Defense Supply Center Richmond. A bona fide place of business refers to a location where the offeror regularly maintains an office with at least one full-time employee. The offeror must include the address of this location in its bid.
Award will be made to the lowest priced, technically acceptable (LPTA) offeror that meets the requirements stated in the Statement of Work and the solicitation. Also refer to clauses and provisions included in this notice. Past performance will be considered a part of Technical Acceptability, and the Contracting Officer will pull contractor data from CPARS and SPRS.

A site visit will be held 24JUN26 @1000. See p.46 of SOW for DSCR map for location of DSCR meeting location and parking location. There is a map at the end of the SOW. You should see buildings 31 and 32 and a a parking lot on the image. Parking is next to building 31 and 32 right off of 6th Street. If the lot is filled, there is parallel parking along H road. Once it hits 1000 we will walk over to the walkway lights needing repair.
In order to attend the site visit interested parties MUST follow the instructions below no less than 5 business days prior to the site visit. This is to allow time for vetting by base security. Plan on arriving at DSCR an hour prior to the site visit time, as the processing time through the visitor center fluctuates. The QR code MUST be emailed to the project manager as soon as possible due to the lengthy vetting process of approximately 5 business days. The project manager will also serve as the sponsor for site visit attendees.
A new system was implemented on 3 January 2023 to screen visitors and contractors for installation access at DSCR. The new system is designed to increase efficiencies, enhance the protection of personal information during the vetting process and eliminate the use of hard copy DLA Form 1815s. The new screening system will require visitors and contractors to pre-enroll in DBIDS (Defense Biometric Identification System). To begin the process, visitors and contractors will complete registration through the pre-enrollment website:

Upon entry of their information, visiting personnel will be provided an electronic form to download, which will have an individualized barcode and alpha numeric code. The codes need to be sent to the visiting person’s sponsor. Once in receipt of the barcode, the sponsor will email Security and Emergency Services and provide the barcode and sponsorship information. Once the visitor/contractor is vetted and approved for installation access, Security & Emergency Services will notify the sponsor that the visitor/contractor can go to the DSCR Visitor Center to obtain his/her pass. At the Visitor Center, the visitor provides the barcode and code provided earlier in the process and completes the credentialing process.
