The Defense Logistics Agency (DLA) Troop Support, Strategic Material Sourcing Group (SMSG) is conducting market research via solicitation SPE30026Q0001 for the acquisition of carbonated, non-carbonated, electrolyte, and juice beverage base products in bag-in-box (BIB) format. This Sources Sought notice replaces the previously canceled notice SPE30026R0032 due to administrative numbering corrections; all previously submitted responses remain valid. The requirement involves providing indefinite quantities of BIB products along with necessary dispensing equipment, 20-pound carbon dioxide tanks, and ongoing equipment maintenance services for various delivery locations across the United States.
The anticipated contract period is 12 months or until a total value of $9,000,000 is reached, whichever occurs first. Successful offerors must establish a central email point of contact to coordinate deliveries between the government and both company-owned and independently owned bottlers. For this acquisition, independently owned bottlers are classified as subcontractors, and a subcontracting plan per FAR 52.219-9 may be required depending on the business size of the offeror. The opportunity is classified under NAICS 312111, Soft Drink Manufacturing, and currently has no set-aside designation.
Responses to this market research are due by March 26, 2026. Interested parties are requested to provide company details, including CAGE code and business size, and confirm their intent to bid on any future solicitation. The notice includes two attachments: a schedule of items in .xlsx format and a formal Sources Sought notice in .docx format. While the schedule of items lists general flavor categories, offerors are expected to specify their available commercial flavors and products for government consideration. Oversight of this requirement is managed by the DLA Troop Support office with Justin Brown serving as the primary point of contact.
