Background: Additive Injection
The Contractor shall additize fuel in accordance with T.O. 42B-1-1 and Appendix A of the Performance Work Statement (PWS). All treatments of fuel must be proportional injections during pipeline receipts or portable injections throughout bulk fuel tank-to-tank transfer operations. The treatment must be ratable throughout the duration of product movement to ensure the final additive product is homogenous and meets specifications.
The contractor must ensure that laboratory testing of petroleum products is commensurate with the required level of analysis executed by the governmental lab (the contractor shall conduct visual sampling only). The contractor must provide the labor, material, and vehicle resources necessary to move barrels/containers, and to operate and maintain facility in-line injector system(s) equipped with a lubricity storage tank. Prior to the commencement of portable injection operations, the event must be coordinated through the Contracting Officer's Representative (COR) for validation and mutually agreed upon by DLA Energy.
The contractor shall utilize Static Dissipater Additive (SDA), Corrosion Inhibitor/Lubricity Improver Additive (CI/LI), and Anti-icing Additive (FSII) as specified in Appendix AF of the PWS. Additionally, the Contractor shall provide operational assistance during the commissioning and operational test phases of the Additive Injector System, facilities, and newly installed equipment/components.
Objectives & Competitive Environment:

The Defense Logistics Agency Energy intends to issue a firm-fixed-price sole source modification to contract SPE60318C5024-P00013 with Ahntech Inc. for the management of an additive injection system at Yokota Air Base, Japan. This action is classified under NAICS 493190 for Other Warehousing and Storage and PSC M1NA for Operation of Fuel Supply Facilities. The modification provides personnel to manage a newly installed system for a ten-month performance period from November 1, 2026, through August 31, 2027, with an additional six-month extension option available through February 28, 2028. There is no set-aside for this requirement.
The scope of work requires the contractor to perform proportional or portable fuel injections during pipeline receipts or tank-to-tank transfers to ensure homogenous product specifications. Specific additives include Static Dissipater Additive (SDA), Corrosion Inhibitor/Lubricity Improver Additive (CI/LI), and Fuel System Icing Inhibitor (FSII). The contractor is responsible for the labor, materials, and vehicle resources necessary to move containers and maintain the facility's in-line injector system. Additional duties include conducting visual sampling for petroleum analysis and providing operational assistance during the commissioning and testing phases of the additive equipment.
DLA Energy has identified Ahntech Inc. as the only responsible source capable of satisfying these requirements without interrupting critical jet fuel support. Although this is a notice of intent to award a sole source modification rather than a request for competitive proposals, the agency will consider capability statements submitted by responsible sources.
