This requirement supports the Public Transportation Program established by Treasury Directive 74-10 and Executive Order 13150, which mandate transit fringe benefit programs to encourage federal employees to use mass transportation. WMATA is a tri-jurisdictional government agency created by Congress to operate transit services across the District of Columbia, Maryland, and Virginia. The agency has identified WMATA as the only source capable of providing the multiple modes of transportation required to service these regional locations.
The anticipated period of performance is a 12-month base year running from April 1, 2026, through March 31, 2027. This procurement is classified under NAICS 485111 for Mixed Mode Transit Systems and PSC V229 for Transport/Travel/Relocation- Travel/Lodging/Recruit: Purchase of Transit/Public Transport Fare Media. There is no set-aside for this action, and the total estimated value of the purchase order is not expected to exceed the simplified acquisition threshold. Performance will take place in Washington, DC, under solicitation number SS-OIG-26-021.

Responses must be submitted electronically by March 5, 2026, and must include company contact details, business size, UEI number, product details, and a capabilities statement not exceeding five pages.
