DLA Emergent IV Research and Development Program
The Defense Logistics Agency (DLA) is managing a multi-year research and development program under Broad Agency Announcement (BAA) Emergent IV. This initiative, overseen by the DLA Contracting Services Office in Philadelphia, focuses on scientific study and experimentation to advance logistics-related technologies. The program uses a three-step submission process: an initial White Paper, followed by formal technical and cost proposals if the concept is selected. The solicitation remains active with a response deadline of June 12, 2027. Since its March 2023 launch, the program has been updated through 40 amendments, which have increased the total ceiling from $50 million to $125 million. Research areas are broad, covering medical logistics, advanced manufacturing, artificial intelligence, and space logistics. The current authoritative technical scope is defined in Amendment 40, which consolidates active research topics and administrative updates. Notable additions include a 'Hackathon' track for Generative AI and specialized topics such as Rocket Cargo Experimentation and graphite-based firefighting foams. It aims to advance logistics-related knowledge in Areas of Interest (AOI) not covered by the agency's annual R&D planning. Submissions follow a three-step process: a mandatory White Paper, followed by potential invitations for full Technical and Cost Proposals. The Emergent IV program is a five-year Broad Agency Announcement (BAA) managed by the Defense Logistics Agency (DLA) to acquire research and development services that advance logistics technology. The program uses a three-step sub…
