View moreThe USAOs require RISS memberships to acquire and share information with local, state, and federal law enforcement and homeland security officials across the country. Many law enforcement agencies use RISS exclusively to share information, which magnifies the importance of having access. In addition, the USAOs require access to investigative support for trials, equipment loans, and specialized training and other resources provided by RISS. The anticipated performance period is a base plus four (4) option years.
This notice is not a request for competitive quotations. A Request for Quote will not be available for this requirement. The intent of this solicitation is for informational purposes only. However, any information received within five days after the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this action is solely within the discretion of the Government. Telephonic questions or requests are strongly discouraged.
The Executive Office for United States Attorneys (EOUSA) intends to award a sole source contract to the RISS National Policy Group for nationwide membership in the Regional Information Sharing Systems (RISS) Program. This requirement is classified under NAICS code 541990, All Other Professional, Scientific, and Technical Services, and PSC R499, Other Professional Services. The EOUSA requires these memberships to facilitate the acquisition and sharing of critical information between United States Attorneys’ Offices and federal, state, local, tribal, and territorial law enforcement and homeland security officials. Performance will take place in Washington, DC, with an anticipated performance period consisting of a base year plus four option years.
The RISS Program operates through six regional centers and the RISS Technology Center to address diverse criminal justice priorities, including violent crime, domestic terrorism, human trafficking, and cybercrime. Membership provides the USAOs with access to the RISS Secure Cloud (RISSNET) infrastructure, investigative case support for trials, equipment loans, specialized training, and officer safety deconfliction tools. Because many law enforcement agencies utilize RISS exclusively for information sharing, the EOUSA has determined that the RISS National Policy Group is the only responsible source capable of satisfying the agency's requirement for integrated nationwide access.
This special notice is issued for informational purposes under the authority of FAR 6.302-1, and the government does not intend to provide a competitive request for quote. Bryant Gilbertson serves as the contracting officer for this action. Although this is a sole source notification, the government will consider information received within five days of the June 16, 2026, publication date before the final response deadline of June 22, 2026.
