NSN: 9140-01-456-2020 (Electricity and Ancillary Services) NAICS Code: 221112 (Other Electric Power Generation) This is a SYNOPSIS for commercial items prepared in accordance with the Format in FAR Subpart 5.2, as supplemented with additional information. This announcement does not constitute the solicitation. The Defense Logistics Agency Energy (DLA Energy) intends to issue solicitation SPE60424R0408 for the supply of electricity and any ancillary services to be delivered to various military and federal civilian installations located in the PJM Regional Transmission Organizations market area. The Government is soliciting retail electricity offers for a tenative start date on the meter read date occuring in the month of December 2024. This solicitation intends to offer electric supply coverage for the installations until the DLA Energy CFE PJM solicitation (SP0604-24-R-0421) has been awarded. All accounts located in the District of Columbia, Illinois, Maryland, New Jersey, Ohio, and Pennsylvania with a total estimated annual quantity of an estimated 2,665,887,871kWhs. The contract awarded will be Firm Fixed Price Requirements Type and Fixed-Price Requirements Type contract utilizing Locational Marginal Price. The solicitation will be issued as a Request For Proposal. Additional requirements may be added by amendment. All responsible sources may submit a proposal, which shall be considered. All responsible sources are encouraged to submit a responsive and complete proposal. The proposed contract action will be made to an offeror, who, at the time of award, is on the state approved list of Retail Electric Providers in the states in which the award is to be made. No proposed award will be made to an offeror who appears on the Office of Foreign Assets Control- Specially Designated National (SDN) List, the Industry & Security- Denied Persons List (DPL), Federal Awardee Performance and Integrity Information Sys (FAPIIS), and/or Excluded Parties List System (EPLS). One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.
