EVALUATION FACTORS:
FACTOR 1: TECHNICAL CAPABILITY
Technical capability will be evaluated as either Acceptable or Unacceptable:
Acceptable: The offer clearly meets the minimum requirements of the solicitation.
Unacceptable: The offer does not clearly meet the minimum requirements of the solicitation.
FACTOR 2: PRICE
The offered unit price must be in US Dollars per gallon for individual CLIN will be multiplied by the quantity stated in the RFQ CLIN 0001 Description. The resultant price will be the total offer price that the Government will evaluate for purposes of PO award.
FOB Destination.
Electronic Funds Transfer as a means of payment will be made upon receipt and acceptance of all products through Wide Area WorkFlow (WAWF).
The following provisions and clauses apply to this acquisition:
FAR 52-212- 1, Instructions to Offerors—Commercial Products and Commercial Services; FAR 52.212-2 Evaluation—Commercial Products and Commercial Services; the evaluation criteria stated in paragraph (a) of the provision are as follows: Lowest Price Technically Acceptable. The contract award will be offered to the best value offer made to the Government, considering price, technical capability, and past performance. You and your subcontractor are responsible for knowing and complying with all physical security measures and access control procedures on the DoD installation or Federal Government facility you are delivering to. Be aware that gaining access to a DoD installation or Federal Government facility can be a lengthy process. DLA Energy is not responsible for any delays at physical security check points and will not pay for any costs incurred as a result of delays at physical security check points.
Quotes containing accelerated payment terms or additional fees/costs for delays caused at government physical security check points will not be considered.
