Notice of Intent to Sole source - Head impact/acceleration monitoring capability in a mouthguard form factor in support of USAARL

The U.S. Army Medical Research Acquisition Activity (USAMRAA) intends to award a Firm Fixed Price, sole source, Indefinite Delivery Indefinite Quantity (IDIQ) Contract on behalf of the United States Army Aeromedical Research Laboratory (USAARL) to Prevent Biometrics, Inc. located in Minneapolis, MN, under the authority as prescribed in FAR 13.501(a), only one source reasonably available that will satisfy agency requirements. This requirement is for head impact/acceleration monitoring capability in a mouthguard form factor that is fully contained in the mouth and is compatible with current personal protective equipment in use at USAARL, in support of ongoing Research, Development, Test & Evaluation (RDT&E) projects at USAARL. Prevent Biometrics, Inc. is the only vendor capable of providing a commercially available mouthguard sensor that is fully self-contained and does not have any component outside of the mouth during normal operational use. Additionally, the mouthguard sensor, manufactured by Prevent Biometrics, Inc., is the only mouthguard-based sensor compatible with existing personal protective equipment in use by USAARL, during its ongoing RDT&E projects. This notice of intent is NOT a request for quotations (RFQ) and no solicitation document exists for the requirement; however, if a vendor challenges the basis for this requirement, please submit a capability statement that includes sufficient detail and with convincing evidence that clearly demonstrates the capability to provide these services. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response.
