Notice of Intent to Sole Source: NIMBUS Case and Quality Management Software

The Executive Office for United States Attorneys (EOUSA) issued this special notice of intent to award a sole source purchase order to ECG, Inc., doing business as Digital Intelligence, Inc., for NIMBUS Case and Quality Management Software. Under the authority of FAR 6.302-1, the agency has determined that this vendor is the only responsible source capable of satisfying the requirement. The acquisition aims to implement a new case management application to improve the EOUSA Threat Analysis and Investigations chain of custody and streamline requirements for cyber defense and investigation teams. Performance is located in Washington, DC, and the response deadline for this notice is June 8, 2026.

The NIMBUS software provides full life cycle chain of custody tracking for all evidence, data, and correspondence collected and analyzed by the agency. The system is designed to establish uniform evidence collection through integrated custom intake templates and workflow automation that prohibits the submission of evidence without required descriptors. The software facilitates independent case management across incident response, digital forensics, and insider threat functions to ensure case integrity and prevent unauthorized access via role-based permissions. Furthermore, the application includes unified reporting for incident analyses, compliance with Department of Justice Orders 0904 and 0908, and compatibility with Okta and Sailpoint for account management.
