Update: VECTOR is On – RFP for $25B IDIQ released

G2X TAKE: The VA’s new $25B IDIQ is no longer on hold. The final solicitation was posted yesterday, with proposals due March 14 th. The initial schedule was very aggressive both in terms of response, evaluation and award.

R--VECTOR, Solicitation Number: VA119A16R0349

The attached is a draft solicitation. No proposals are requested or due at this time. The Government welcomes comments due by December 28, 2016 at 2:00pm, however, no questions will be answered in response to this announcement. All comments must be submitted in writing to Joshua.Dean@va.gov and Terrie.Bloom@va.gov. The Government anticipates that the final RFP will be released on January 3, 2017.

G2X TAKE:  While not all potential primes will be welcoming of the VA VECTOR RFQ moving to the right, many will not complain as proposal teams do gain a small amount of breathing room over the holidays. Despite of some of the statements made at last week's NVSBC, the SAC has only made minor adjustment to the schedule at this point. The opportunity to review and provide comments on the RFP and continue preparing for a response will still provide plenty for all to do.

G2X TAKE: For those who missed it, late last week the VA posted a notice with the slides from the APBI, draft task descriptions for each Service Group and they made a slight adjustment in advance of a final RFP for this $25B IDIQ as they combined Work Service Groups 1 and 2. We don’t expect this to be the last modification the VA makes, but with an anticipated release date scheduled for one week from today and an aggressive award schedule, limited time remains to do anything major.

Any Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) that wants its contact information added to the interested vendors list that was distributed on the NVSBE website shall reply by 2:00pm on November 10, 2016. The reply shall provide the company s name and point of contact (POC) information. Replying to this notice with the requested information is considered consent to post the information publicly on FedBizOpps as part of an interested vendors list. Send replies to both Joshua Dean (Joshua.Dean@va.gov) and Lenearo Ashford (Lenearo.Ashford@va.gov).

G2X TAKE:To be released out of the VA Strategic Acquisition Center in Frederick, MD, this 10 year multiple award IDIQ with 6 – 8 Service Groups and 10 Contractors per Service Group stands to be a huge win for not only the SDVOSB community, but VOSB as well.

With the final solicitation for this $25B multiple-award IDIQ expected out later this month the activity level is increasing as firms look to partner.

The 6-8 Services Groups identified at this point include Service Oversight; Improvement; Analyses; Training; Outreach; Supply Chain; Operations, Maintenance and Logistics; and Healthcare Management.

A request by VA was posted asking for any firm who is an “interested party” and wants their name published as such. This response is due by 2:00 PM today.

In addition, the slides that were presented at NVSBE were made available.

The VA SAC is not the VA TAC. Other very competent contracting shops have struggled to successfully compete and award large IDIQs. We can only hope that this group has taken the opportunity to connect with the TAC and get lessons learned from this groups efforts around the successful T4 and T4NG vehicles.

The Department of Veterans Affairs is contemplating issuing a solicitation resulting in award of multiple Indefinite Delivery/Indefinite Quantity (IDIQ) contracts set aside for Service Disabled Veteran-Owned Small Businesses to provide enterprise wide support in the task areas below. The purpose of this Sources Sought Notice is to gather market information and capability statements pertinent for acquisition planning. The responses to this Sources Sought Notice will enable the Contracting Officer to determine the most appropriate method of procuring these services and identify parties having interest and resources to support this requirement.

G2X TAKE: With a very broad scope, this potential multiple award IDIQ released by the Strategic Acquisition Center in Frederick is to provide support services that might typically fall outside of T4NG. It is unclear if this group is ready for what is likely to be an onslaught of responses as a wide range of firms are likely to identify with this need.

Looking to partner? Outside of the existing primes on T4NG, a host of firms such as Evoke Research and Consulting, Vistra Communications, Atlas Research, Cognitive Medical Systems, Duty First, MBL Technologies Visual Connections, TechWerks, MicroHealth and many others will all be viewed as contenders and attractive partners for this IDIQ.
