​Sources Sought(s): HRSA begins Market Research efforts for Three Major Initiatives

G2X TAKE: On the heels of last Fall’s $81.4M HRSA Electronic Handbooks O&M Support task awarded to Accenture, the Health Resources and Services Administration (HRSA) IT leadership released three market research needs late last week.

HRSA is not known for their large IT budget, but they have a few major programs and IT initiatives that tend to draw attention from most of the major players. This includes any opportunity related to EHBs and/or support for the CIO shop. The three posted sources sought notices are included below.

HRSA Electronic Handbooks (EHBs) Development, Modernization and Enhancements (DME) Support Services

The purpose of this requirement is to provide programmatic technical expertise, program analysis, and development, modernization and enhancement support to the existing HRSA mission critical data-focused Grants performance reporting IT systems (outlined in Table 1 below), which are integrated with the core Electronic Handbooks (EHBs) already in-place. This will enable OIT to better utilize HRSA's performance reporting systems by developing and integrating new business processes into the EHB software to ensure it continues to be managed efficiently and in compliance with mandated Agency-wide and Federal policies, procedures, and legislation. HRSA Software Development and Support Services

HRSA Electronic Handbooks (EHBs) Support Center

The purpose of this requirement is to provide technical consulting, management, and support for the Electronic Handbooks (EHBs) Support Center. Responsibilities shall include oversight and management of the CRM solution, Interactive Voice Response (IVR) strategy, Support Center current and modernization implementation, operations, and all telephony requirements. This will enable HRSA to better utilize the existing investment and provide numerous benefits to the HRSA staff, Grantees, and any other users of the Electronic Handbooks (EHBs). The response is due: Jan 31, 2017 7:00 am Eastern.

As both a board member and scheduled speaker at this upcoming Spring IT Modernization Summit, HRSA CIO Adriane Burton, will be a popular call to make for small businesses trying to keep this set-aside.

Looking to Partner? Primary EHBs incumbent REI Systems, has expanded quickly and they have had a lot of success building high profile open source government websites, such as Data.gov, USASpending.gov, and ITDashboard. Large company partners who will have some experience with these programs and/or client include Accenture, Leidos, Sapient, as they manage an equally large sister program to this one; CSRA, TurningPoint Global Solutions and Edaptive. A couple small firms include Futrend and Digital Infuzion.
