​SOURCES SOUGHT: CMS National Level Repository Design & Development

CMS has been tasked to support the National Level Repository (NLR} which includes services to support data collection and exchange with systems residing in CMS Data Centers, business partners and State agencies responsible for administration and/or payment disbursements for the Medicare, Medicaid and Medicare Advantage programs. Other optional design and development activities include, services and user interfaces to support business processes as a result of the legislation.

The National Level Repository (NLR} and associated services provide the following core functions to implement the HITECH Act:

  1. Store registration information of participants in the HITECH Incentive Payment Program.
  2. Store meaningful use attestation of participants.
  3. Store incentive payments information.
  4. Provide registration and attestation information to existing CMS and business partners' systems supporting HITECH Incentive Payment Program.
  5. Verify payment information as a safeguard to eliminate duplicate payments to Medicare and Medicaid providers.
  6. Support authorized users to manage incentive payment information.
  7. Report quality measures of meaningful EHR use based on program participation.

G2X TAKE: Following a sources sought released earlier this summer, CMS released a second notice late last week on CIO-SP3 SB looking for a firm who can support the next generation of this contract to support data collection and exchange with partners responsible for administration and/or payment disbursements for the Medicare, Medicaid and Medicare Advantage programs. Having recently exercised a $9M option on the NLR D&D task with a spend of $79M through next April, incumbent Northrop Grumman will remain the favorite to retain this contract, but that will not stop others from trying.

Looking for partners? Outside of Northrop, a few firms that are likely to take a long look at this as a key sub or prime based on relationships and expertise include CSRA, CGI Federal, HPE, Optum/QSSI and hosting provider, Companion Data Services, along with rising players, Ventech Solutions, Unissant and Softrams.
