​SOLICITATION: VA Budget Tracking Tool (BTT) O&M

The Budget Tracking Tool (BTT) was developed and is currently used by the Modernization and Information Technology Services (MITS) organization within the Internal Revenue Service. BTT is a Government-owned off-the-shelf (GOTS) application. The system was ported to VA OI&T in 2005 and has been in use since. The BTT system supports the entire Planning, Programming, Budget, and Execution (PPBE) Lifecycle, reporting, and management functions. This application provides analysts, managers, and executives access to budget formulation, strategic planning, plan development, spend planning, and execution data, and is capable of being monitored in real time. The BTT also supports management at the project, program, and executive levels. BTT provides a standardized, automated tool for program, budget, contract development, tracking, and other management information across a diverse group of organizations and accounting activities. This integrated relational database is implemented as an intra-net web-based application. BTT can generate predefined ad hoc and screen output reports in Microsoft Excel and Adobe Portable Document Format (PDF) formats.

“the Contractor shall provide the resources needed to perform Project Management, all software design and development activities for BTT system enhancements, help desk support, user training, Configuration Control Board (CCB) support, and BTT Operations and Maintenance support. The PWS includes optional tasks for additional development work as well as transition support. The Contractor shall be CMMI-DEV Level 3 certified at the time of proposal/RTEP submission.

G2X TAKE: The unrestricted competition for this 4 ½ year task is to support O&M and enhancements to this government-owned off-the-shelf (GOTS) application, originally implemented for IRS and ported to VA. The incumbent on this is Engility, previously awarded a 5 year $15.8 M contract that ends this September, and they certainly remain the favorite.
