​Solicitation: CMS FFM Agent and Broker Program Support and Training

“The Centers for Medicare & Medicaid Services (CMS) enters into agreements1 with agents and brokers who assist individual and small group consumers to enroll in coverage through the Health Benefit Exchanges (Health Insurance Marketplaces) 2. To support the agent and broker program, CMS seeks support services to:

  • Operate Email helpdesks for agents and brokers,
  • Provide outreach and technical guidance to agents and brokers;
  • Develop annual web-based FFM training as described at 45 C.F.R. 155.220(d)(2);
  • Provide project management and oversight support for vendors of FFM training, described at 45 C.F.R. 155.222;
  • Develop reports and provide technical assistance, including liaison between CMS systems, to support FFM registration described at 45 C.F.R. 155.220(d)(1);
  • Provide analysis of agent, broker, and web-broker Marketplace data, as well as related data from stakeholders, to develop program metrics and strategy;
  • Assist with build, technical improvements and change requests for agent and broker enrollment channels
  • Support monitoring and oversight of agents and brokers;

    G2X TAKE: Not IT intensive, this three-year task out of CCIIO is to develop and support the “help desk(s), outreach and technical guidance, online training and testing through CMS and vendor partners, registration, enrollment technical support, data analysis, and oversight for agents and brokers”.

    A couple large companies that pop up on the radar include Cognosante who helped support the launch of FFM agent and broker training program and IBM, who maintains a $29M task to develop a Learning Management System for FFM Agents, Brokers and Assisters.
