“The changing health environment and new administration priorities laid out in the Presidential Executive Order (EO) on a Comprehensive Plan for Reorganizing the Executive Branch and corresponding Office of Management and Budget (OMB) Memorandum M-17-22 are driving the need for the Department of Health and Human Services (HHS) to reimagine its vision for the future and find ways to improve its services, systems, workforce and configuration to enhance the health and wellbeing of Americans. The transformation effort currently underway at the Department, known as ReImagine HHS, offers organizational redesign services and support across the Department to promote mission effectiveness, cost-savings, and increase efficiencies. Such an effort requires significant input and involvement from internal and external experts and key stakeholders across the Department to fully design, structure, and implement transformation efforts.
ReImagine HHS has identified six strategic shifts to serve as the core organizing tenets for HHS transformation, as follows:
- Restoring market forces
- Leveraging the power of data
- Putting people at the center of HHS programs
- HHS as a more innovative and responsive organization
- Generating efficiencies through streamlined processes
- Moving to a 21st century workforce
The ReImagine HHS team, led by the Deputy Secretary’s office, has a governance model consisting of a ReImagine HHS Committee (RHC), Transformation Management Office, six Strategic Shift Executives, and an evolving set of Project Initiative teams.
HHS is in need of consultation and other services to support implementation of the selected new initiatives forming the foundation of the Agency Reform Plan developed pursuant to OMB M-17-22. Given the diversity of the Strategic Shifts and the selected initiatives under consideration and future initiatives yet to be identified, HHS is looking for an Offeror with a diverse set of capabilities across the task areas represented below. Additionally, HHS has already identified a base task to be performed by the Consultant during Base Year period through March 2018.

G2X TAKE: The title for the email G2X received was “Is this half billion dollar contract already locked up?”. While the task was clearly competed, this speaks to the frustration at least one vendor faced as they grappled with the desire to respond to this highly visible and important solicitation, while recognizing the nearly insurmountable hill they would need to climb.
Released as a 10 day turn via the HHS PSC IDIQ on October 10, 2017, this requirement is to provide a broad set of support services to include Program Management Support; Change Management and Strategic Communications Support; Cost Benefit Analysis Support; and Supporting Enterprise Transformation. Whether at the Department or STAFFDIV/OPDIV level to include Support of Enterprise Transformation; Creating New IT Enterprise Capabilities; Support of Regulatory Reform or Reduction of Administrative or Other Barriers; Support for Biomedical and Scientific Research, Health Care Delivery Systems, Public Health, and Human Services Transformation Initiatives; and Support for Transformation Integration Services across Back-Office and Mission Areas.
With several required senior key personnel. a long list of required skills and capabilities and a very short fuse, it will be interesting to see how many firms bid on this effort.
