RFI: VA - Measure CDS Impact with Open Source Quality Improvement Tools

The Contractor shall create and document a general conceptual model (i.e., The General Model) to investigate the impact of an existing VA CDS documentation tool, called a SMARTForm, considering both the organizational component and measured outcomes (both positive and negative) of its implementation. The Contractor shall create a Practical Guide to applying the General Model and an Assessment Protocol for evaluating specific CDS implementations. The Contractor shall train and assist an interdisciplinary VA based CDS/ Quality Improvement (QI) Team with using Open Source Quality Improvement Tools available through Office of the National Coordinator for Health Information Technology (ONC) to measure VA patient care related outcomes using a culture of patient safety and quality improvement focus. The training will culminate in a capstone exercise demonstrating use of The Assessment Protocol applying the ONC open source tools to evaluate a VA SMARTForm as an existing CDS tool within a simulated clinical scenario.

G2X TAKE: Aligned with Open Source Clinical Decision Support tools freely available, it is an interesting choice that the VA chose to release this task on T4NG, given there is limited IT associated with this effort. CDS remains a hot topic for many firms who support VA, from large players such as HPE, SRA, Mantech and Lockheed to smaller players such as Cognitive Medical system, NiyamIT and Initiate Government Solutions.
