​RFI/SSN(s) – DHA continues to look to GSA - MHS JRC IT Support and EBMS Support tasks

G2X TAKE: This time last year DHA announced a strategic partnership with GSA and two RFIs released this week only help reaffirm that they are following through on their agreement to lean on and utilize these vehicles.

The two sources sought notices released this week, both through the Health IT SIN include:

Sources Sought: Military Health System (MHS) Joint Research Center (JRC) Health IT Support

“This award provides for engineering, management, and sustainment operations services to support the strategy, management, and execution of Advanced Technology Development, Health Information Technology (HIT) Innovation efforts of the OCTO, HIT Directorate, for the Defense Health Agency (DHA) Military Health System (MHS) Joint Research Center (JRC)”

“This will require a working knowledge of the MHS centrally managed services’ clinical, business and operational medical information technology (IT) systems. This includes the current and planned software and hardware in use or in migration to enhanced products, networks, and communications and unique needs of the medical IT for the department. Additionally, knowledge of the clinical, business and operational workflows would be beneficial. The MHS JRC is focused on leading innovative medical IT research to alleviate capability gaps that will improve care for our nation’s service members, their families and beneficiaries…”

Sources Sought: EBMS Blood Donor Management System

This 3+ year task is to “provide enterprise blood donor management system operations and sustainment to include the ability to support the full spectrum of donor screening, registration functions and all blood manufacturing functions to include but not limited to donor collection, component preparation, testing, labeling, shipping, reporting, as well as sharing appropriate information between individual centers across all centers and in standard formats to other MHS IT systems

This support shall include installation and sustainment of all test, training, and production environments site Military Treatment Facility (MTF) installs customer support, system and infrastructure maintenance at MHS Enterprise Service Operations Center (MESOC), Aurora, and the test environments, and quality assurance. This support also includes change and configuration management of current and future versions of HCLL™ to ensure production of safe, pure, and potent blood products.

This support also includes the configuration, implementation and maintenance activities required to deploy new versions of HCLL™ (future releases and/or upgrades of application software throughout the life of the sustainment contract) to include interfaces with other clinical systems (i.e. CHCS and other specified government interfaces)…”

We point out these two recent solicitations in part to inform the community about the specific needs, but maybe the more important thing to note is that if you are a Federal Health IT focused vendor who has not added this SIN, it may be time to push this up on the priority list. There are currently 148 primes on the roster as of today and growing. With DHA pushing this and even agencies such as VA and HHS reportedly looking at this as an option, we expect this SIN to see an increasing level of activity as we enter the busy Spring and Summer proposal period.
