Protests Denied for $60M WCRC contract at CMS

Updated December 28, 2017

Update: GAO published the rationale for the denials here, including details as to bidder pricing and evaluation scores.

Updated December 13, 2017

Update: Both outstanding protests related to this 5-year contract to evaluate workers’ compensation Medicare set-aside arrangement (WCMSA) proposals and to project the future medical costs are now listed as denied by GAO, clearing the way for this new entrant to CMS.

Few details have been made available at this time as to the grounds for the two rebuffed challenges put forth by Arch Systems and Ken Consulting on the Workers’ Compensation Review Contractor Contract. The denial by GAO is certain to be cause for celebration at awardee, Capitol Bridge’s office this week as the stop work order will presumably be lifted and this 8(a) small business with expertise in areas such as Eligibility and Enrollment, Case Management, and Claims Management can now move forward on what appears to be their first prime award at CMS. More details will be provided if and when they are made available.

Added September 22, 2017

G2X TAKE: Awarded early this month, it appears at least two of the 8(a) bidders were not content with the results of the competition for this 5-year WCRC contract awarded to an 8(a) small business who lays claim to having extensive experience in areas such as Eligibility and Enrollment, Case Management, and Claims Management.

Both Arch Systems and Ken Consulting have filed formal protests with GAO related to the award of this contract to awardee, Capitol Bridge, to evaluate workers’ compensation Medicare set-aside arrangement (WCMSA) proposals and project the future medical costs. This is the first prime contract award we were able to locate for Capitol Bridge at CMS. A Stop Work Order has been announced due to the Protest. The protest is expected to be resolved no later than December 21, 2017. The incumbent on this contract was Provider Resources.
