PROTEST: DHA Electronic Clinical Reference (ECR) Solution

Product companies can tend to take very
different approaches to solving the same need. At least one firm believes the
recent $6.5M award for the implementation of a clinical reference tool that
provides clinical knowledge to all the MTFs was the wrong decision by DHA.
Wolters Kluwer has filed a formal protest with GAO related to the award of this task to Truven Health Analytics (now part of IBM) for this comprehensive, evidence-based tool that will provide clinical knowledge in area that include, but not limited to drug information, disease information, formulary information, treatment guidelines, and toxicology information to all the Military Treatment Facilities.
The objective of this requirement is to provide “a single web based ECR solution for the MHS which will provide the following benefits:
- Standardize functionality among the Services
- Provide continuity and consistency for users
- Enhance access to evidence-based clinical knowledge for the MHS”
The grounds for the protest remain limited at this point and we won’t speculate here. This protest is expected to be resolved no later than the end of January.
