The Contractor shall provide the resources needed to perform Project Management, all software design and development activities for BTT system enhancements, help desk support, user training, Configuration Control Board (CCB) support, and BTT Operations and Maintenance support.  The PWS includes optional tasks for additional development work as well as transition support.   The Contractor shall be CMMI-DEV Level 3 certified at the time of proposal/RTEP submission.

The Contractor shall provide federal Budget (Formulation), Multi-Year Programming (MYP), and Budget Execution business process expertise to support analysis of requirements and design and implementation of business processes…

The Contractor shall perform the following activities when developing system modifications/enhancements:

  • Requirements; gathering, analysis, and documentation
  • Data refinement
  • Business process analysis and automation within the BTT application
  • Development and implementation of interfaces with other VA OI&T systems
  • Usability improvement to include automated upload capability
  • Standardization of data and analysis display screens and reports
  • Modify training to include systems enhancements
  • Modification to the Graphical User Interface (GUI) features
  • Upload of user documents to a shared repository
  • Programming of specific modules

The Contractor shall submit all BTT Software Builds into configuration management.

All activities shall be documented in the monthly progress report.

The operational system has been developed to a CMMI Level 3 standard.  The Contractor shall ensure that maintenance and upgrades remain consistent with that standard.  The Contractor shall provide federal Budget (Formulation), Multi-Year Programming (MYP), and Budget Execution business process expertise to support analysis of requirements and design and implementation of business processes.

The Contractor shall obtain signed Government concurrence from the COR or designee on all completed system enhancements through the Customer Acceptance Form prior to implementation.
