NIH NITAAC leadership changes and 9 things we learned at last week’s CIO-SP4 roadshow event

Included here is a brief synopsis of the NITAAC roadshow event G2X attended late last week with Brian Goodger, Associate Director for the NIH Office of Logistics and Acquisition Operations and Keith Johnson, a Contracting Officer for NITAAC CIO-SP3 and CIO-SP3 Small Business.

Significant NITAAC Leadership Changes in 2020

Bridget Gauer, the Director for NIH Information Technology Acquisition and Assessment Center (NITAAC) is set to retire May 1st. With the Deputy Director, Glynis Fisher, retiring in January, Brian Goodger will be serving in the acting role until that is filled. We are sure both Bridget and Glynis will be receiving their fair share of calls from firms to inquire as to their availability.  

Noted Changes with CIO-SP4 – some news to us and some not  

Ceiling value increases from $20B to $40B – 10-year (5-year base/5-year option)
“There will be just one contract as opposed to two and that one will allow – all the contract holders to see all of the RFQs at the same time.” 

Scoring sheet to be part of evaluation with point system and cutoff
Don’t expect to see the draft scoring sheets until the Fall. While Brian Goodger mentioned it was possible we might see an amendment and a draft in May, the response to COVID-19 is keeping NITAAC quite busy. NITAAC stated comments are welcome as nothing has been finalized.  

The number of small business awards will likely stay about the same from SP3 to SP4.
Section L.1.5 of Draft RFP – “for large business 75-125, for small 200 and 300 awardees, 8(a) between 25 and 75.”  

May or may not do On-Ramp at year 5.
They are more likely to just add ability to add more task areas than do an On-Ramp. There will however be Robust Off-Ramp language – If you are not active (don’t bid), you may be removed.  

Question posed to Brian

Can a company respond to an RFP as a Prime and also as a subcontractor on another team?
“No, that is not appropriate. No. That doesn’t mean that once you win a Prime award that you can’t, during performance of the GWAC, become a sub, but you can’t double dip like that.”

Regarding the $5M threshold for corporate experience
NITAAC may opt for a lower threshold for small business. The evaluation criteria and threshold for smalls may be a bit different than for larges.

NITAAC continues to expanding playing field
This includes talks with the HHS Indian Health Service and a recently signed MOU with the Department of Interior Assisted Acquisition Shop.

Anticipated Timeline for CIO-SP4 

Draft RFP: March 27, 2020 with responses due May 15, 2020
RFP: December 15, 2020
Proposals Due: March 31, 2021
Gov Tech Review (TEP) – Spring/Summer 2021
Source Selection – Fall 2021
Award Notices: December 2021
Protest expected
Performance of contract starts – May 2022  

In summary, if you are attending one of the many roadshow events, you should keep your expectations in check as most of what is covered is already spelled out in the Draft RFP. The Q&A portion of the event is where the real value can come from, but it appears much will be decided based on the comments, to include the all important scoring sheet.
