“NetImpact Strategies, a technology product provider for the federal government, announced today the hiring of Victor Wither as Vice President of Proposals. In this newly created role, Wither will be responsible for expanding NetImpact’s proposal team and will lead and provide capture support and proposal expertise to all lines of business including health, financial and federal civilian. He will also be tasked with growing and leading the business development operations team, competitive proposal and task order bids and overseeing market and competitive research.”

“Wither has more than 20 years of proposal management, business development and corporate communications experience. Most recently, Wither was Vice President of Proposal Operations for Cognosante where he provided oversight for its Proposal Operations Center, supporting proposal responses for state and federal customers in the health IT sector, including Veterans Affairs (VA), Defense Health Agency (DHA), Centers for Medicare and Medicaid (CMS), Food and Drug Administration (FDA) and National Institutes of Health (NIH). Prior to Cognosante, Wither was Senior Manager of Proposal Operations for Telos Identity Management Solutions, Director of Proposal Operations for Acentia, now part of MAXIMUS and Senior Manager of Proposal Coordination and Production Services for QinetiQ North America.”
