Halfaker, an SAIC Company, announces Joint Venture with Service-disabled Veteran-owned small business

“Science Applications International Corp. (NYSE: SAIC) announced that Halfaker and Associates, LLC, an SAIC company, and Cognitive Medical Systems have acquired CivitasDX, a certified service-disabled, veteran-owned small business (SDVOSB) joint venture to optimize digital experiences between citizens and their governments.” 

“Halfaker, a technology solutions provider within the federal government’s health, intelligence, defense, and security sectors, was recently acquired by SAIC. Cognitive is a certified SDVOSB specializing in interpreting and contextualizing key health data at the point of origin, transforming and then communicating it to providers and patients as meaningful, actionable information.” 

“Created in 2020, CivitasDX was previously owned by Agile Six Applications and Cognitive. With this transaction, Cognitive and Halfaker will own majority and minority interests in CivitasDX, respectively. This joint venture continues Halfaker’s commitment to support Cognitive through the Small Business Administration All-Small Mentor-Protégé program, which Halfaker entered earlier this year.”

The new enterprise complements Halfaker’s other joint ventures and will further the company’s ability to serve the Department of Veterans Affairs as a prime contractor on the Transformation Twenty-One Total Technology Next Generation (T4NG) contract.”

  • This action comes just a few months after SAIC announced its acquisition of Halfaker, in a move that would strengthen SAIC’s VA contract portfolio, will help scale up Halfaker’s technology capabilities in the Department of Health and Human Services and make both entities a stronger combined player in the Defense Health Agency.   • VA and CMS Digital Services Partners Agile Six and Cognitive Medical Systems had come together to form CivitasDX, a Service-Disabled Veteran-Owned Small Business (SDVOSB), in a move to empower Government entities to transform their front- and back-end digital experience efficiently, effectively, and scalably, beginning with the Veterans Administration.   • At the same time as this announcement, CivitasDX was novated a T4NG Prime contract previously awarded to The Informatics Applications Group (tiag). Agile Six Applications had acquired tiag’s Transformation Twenty-One Total Technology Next Generation (T4NG) business unit, which included tiag’s T4NG contract vehicle and work supporting the U.S. Department of Veterans Affairs (VA), in 2017.   • This is not the first JV for Halfaker, led by Dawn Halfaker, now a VP with SAIC, who this time last year came together with &Partners to form an 8(a) SDVOSB Joint Venture focused on transformative digital services. More here.
  • Halfaker has made several key personnel investments over the course of the past few years to position them for the long term. These include recruiting Ken Georgi to be Chief Operating Officer; adding former MHS EHR Acquisition Leader Jessica Denman, who now serves as Senior Director, VA/DHA Portfolio (IT) at SAIC; the addition of well-known Federal Health Industry leader Tony Meyer, who now serves as Director, Veterans Affairs at SAIC; and adding veteran strategy and growth leader Jerry Ambrosh, who now serves as Vice President at SAIC. 
  • Cognitive Medical Systems, led by President and Co-Founder Douglas Wayne Burke, and CEO and Co-Founder Emory Fry, recently recruited Luke Thomas to be Business Development Director- Veterans Affairs.
  • Cognitive Medical Systems, Halfaker, and SAIC were all named to the list of NXT UP firms poised to make big waves in the Federal sector in 2020 and for years to come.  
  • We should also note that both Douglas Burke and Dawn Halfaker were inducted into the inaugural FedHealthIT100 Hall of Fame Inductees, an exceptional group of individuals has distinguished themselves time and again as winners of the FedHealthIT100 Awards for the impact they are making within the Federal Health community and in support of Federal Health missions.
