“The U.S. General Services Administration announced the ceiling of its 8(a) Streamlined Technology Application Resource for Services (STARS) II contract has been raised by $7 billion, to $22 billion.”
“8(a) STARS II is a small business set-aside Governmentwide Acquisition Contract (GWAC) that provides flexible access to customized IT services and IT-services-based solutions from a large, diverse pool of 8(a) industry partners. It allows for long-term planning of large-scale program requirements while strengthening opportunities for 8(a) small businesses. Agencies that use the 8(a) STARS II GWAC can buy from 787 industry partners…”

G2X TAKE: There will be a big sigh of relief this week for many 8(a) STARS II Primes and Government agencies as GSA announced formally yesterday they were raising the ceiling on GSA STARS II by $7B. Some damage was almost certainly done as acquisition officials and contractors alike steered work elsewhere, but with a busy buying season ahead the news that this popular vehicle is open for business will be welcome news to many.

“Important – The 8(a) STARS II GWAC has reached the $15B contract ceiling. Effective immediately, and in accordance with the 8(a) STARS II Control Number Policy [PDF – 204 KB], no additional task order awards may be issued against the 8(a) STARS II GWAC, unless a control number has been issued by the 8(a) STARS II team. Industry partners may not accept task order awards without control numbers. Please regularly check the website. Should the status of the contract ceiling change, an announcement will be posted.”
Reminder- The 8(a) STARS II ordering period ends on August 30, 2021. Task orders must be complete on or before August 30, 2024.” Source: GSA
G2X TAKE: There is good news for GSA as the 8(a) STARS II contract, used widely across the broad Federal Sector – DoD, FedCiv and Health – has reached the $15B contract ceiling. This is bad news for Prime contract holders as “no additional task order awards may be issued against 8(a) STARS II”, except under certain conditions. There will be other winners and losers depending on your position as we head into a busy procurement season.
