G2X TAKE: The long awaited $40B GWAC has finally dropped, leading to an exciting Q4 season of proposals and contract awards. Designated a Best-in-Class by the Office of Management and Budget and the Government-Wide Category Management Program Management Office, vendors will run, not walk to submit a bid on this lucrative contacting vehicle. Oftentimes, as we will see with the data, securing a place on this vehicle will position a company just right for acquisition. One could say that the new set of awardees will shift the entire Federal contracting landscape for company acquisitions.
CIO-SP3 Unrestricted: Included here is a look at 2016-2021 by buying agency: Of course, being an NIH contract vehicle, HHS was the largest buyer on CIO-SP3. DOD, Department of Education and USDA round out the top 4 buyers.

There will be major changes with the CIO-SP4 Small Business (SB) awardees as many of the original CIOSP3 SB companies have been acquired or have sized out of their small business/socio-economic statuses. From a glance, it looks like Dovel is the biggest Prime contract winner in overall revenue (on both CIOSP SB & F&O) and is well positioned for CIO-SP4. While true, this is also an acquisition success story: CIO-SP3 SB and GSA Alliant 2 Prime, AceInfo acquired by Dovel (September 4, 2019). With these changes, we don’t expect to see many of the former SB big winners on CIO-SP3 SB to certify as SB on CIOSP4, they are all likely to certify as Large for CIOSP4 and this will create an entirely new population of SB/Socio-Economically Disadvantaged businesses on CIOSP4. The CIO-SP4 competition landscape just got a lot more interesting.
