The Department of Veteran’s Affairs (VA) has a requirement for a broad range of general management and business support services and solutions. This requirement, known as Agile Delivery of VA Imminent Strategic and Operational Requirements (ADVISOR), consists of four service groups: Group 1 – Oversight (Program and Project Management, Strategic Planning, Performance Measurement), Group 2 – Improvement (Business Process Reengineering, Improvement and Management, Change Management and Transition, Quality Measurement), Group 3 – Data and Analyses (Studies and Analyses, Information and Records Management), and Group 4 – Training. (original synopsis). This modification indicates the final contract award to CPS Professional Services, LLC.
G2X TAKE: The final contract award for VA ADVISOR is now officially announced. It is believed that the award may have been held up as the VA was confirming either the size standard or the small business designation for CPS. I am sure CPS is happy, as they should be. Regardless, we expect that the small business size classification issue will be a top concern and protested issue in 2015 as firms are employing much savvier accounting techniques to stave off the dreaded mid-tier classification. The real question is whether agencies are prepared to scrutinize size standards and small business designations in an efficient way so as to avoid protest.
