LogiCole represents the third iteration of the DHA integrated suite of business process applications that was initially known as DMLSS (Defense Medical Logistics Standard Support), and more recently DML-ES (Defense Medical Logistics—Enterprise Solution). DML-ES represents the DoD MEDLOG IT Portfolio of capabilities that provided a continuum of medical logistics support for the DHA. LogiCole is the technical refresh of DMLSS, transitioning all MEDLOG applications into a single, web-based application supporting all medical logistics functions in the Military Health System.”
“While DMLSS provided excellent medical logistics support for the past 20 years, it was determined that a technical refresh was needed to improve the user experience and ensure availability. The refresh will provide real-time analytics capabilities supporting fast and accurate enterprise decision making, as well as highly reliable data to users. As part of this effort, the Ellumen Team’s expertise was tapped to execute an additional task for independent verification and validation (IV&V) that was added to the LogiCole contract. Under this task, Ellumen’s experienced IV&V Team will support Multi-Market Medical Treatment facilities with testing that encompasses functionality, security, capacity, and performance.”

This is a big win for Mary Vogel and the team at Ellumen, as it only builds on experience and expertise this fast-growing small business has developed in health information exchange for new and legacy systems as well as O&M, system design and development, cyber security, data privacy, medical imaging, and interoperability for large scale and complex environments for both Federal and commercial clients. The task was competed on CIO-SP3 SB and drew three bidders.
We should note that the team at Ellumen recruited Song Gotiangco, the National Institutes of Health Deputy Director of Logistics to help lead this effort, where she will bring her experience leading the NIH office responsible for establishing and maintaining an overall logistics management system, and developing logistics policies and implementation of Federal and DHHS logistics regulations.
