Update: GAO reports that the protest filed by Data Networks Corporation, now ASRC Federal, on the 5-year Governance, Requirements, and Architecture Management Support (GRAMS) support task award has been withdrawn. G2X TAKE: Just two weeks after the award to Deloitte was announced for this 5-year Governance, Requirements, and Architecture Management Support (GRAMS) support task to provide program management support services to the Defense Health Agency’s Requirements Managers comes word that a protest has been filed with GAO.
The challenge comes from Data Networks Corporation, now ASRC Federal. Details as to the grounds for the protest are limited at this time with a due date for resolution set for March of 2018.
The elongated back and forth battle between Deloitte and ASRC Federal for this contract is well documented, with this simple GAO search surfacing several detailed decisions posted by GAO for GRAMS in 2016 and 2017.

Awarded to Deloitte Consulting, this contract is expected to include support for requirements development and management processes; MHS IM/IT investment and sustainment portfolio capabilities activities; functional requirements submissions and management; development and management of MHS IM/IT functional requirements; Joint Capabilities Integration and Development System process and documentation; business process strategies; business process improvement; architectural analyses and alignment; health data management; and modeling and simulation.
