CMS seeks support for the Accountable Care Organizations - Management System (ACO-MS)

“With this Statement of Objectives (SOO), CMS’ will complete and implement the Accountable Care Organization (ACO) Management System (MS). Currently, CMS uses the Health Plan Management System (HPMS) to support the annual application cycle, which includes several different components (supported by different system modules) specific to ACO acceptance and participation in the Medicare Shared Savings Program (Shared Savings Program). Examples of the various components of the application cycle include executing and maintaining the ACO agreement and contacts, the participant list, and the skilled nursing facility (SNF) affiliate list. Through this contracting action, CMS will be transitioning the work currently managed via the HPMS to a new ACO-Management System (ACO-MS).

In summary, this contract will involve the planning, design, development and deployment of the new ACO-MS and provide operations and maintenance support. More specifically, this contract will include a cloud-based platform analysis, data management plan, integration plan, project management plan, and ultimately, the completion and launch of the new ACO-MS. The expected outcome of this SOO will be completion of all necessary project management work to implement and operate the new ACO-MS cloud-based system. G2X TAKE: In a move that will leave some CMS SPARC primes scratching their heads, CMS has released this RFP to support the planning, design, development, and deployment of the new ACO-MS, as well as ongoing operations and maintenance support. This system appears set to replace the current “Health Plan Management System” effort. We should note that CMS released an RFI related to HPMS last month – link here.
