“CMS will be splitting the procurement into four (4) separate procurements: one for the Okta Identity as a Service (IDaaS) solution; one for the Experian identity proofing services; one for the Identity Governance and Administration as a Service (IGAaaS) solution; and one for the System Integrator (SI) services. As a result, the competition for the SI procurement will be expanded to the entire pool of SPARC Small Business contract holders. An amendment to the current SPARC solicitation for the SI procurement (TORP #170503, which will be changed to TORP #180770) is forthcoming. Further details about the other three procurements, including the contract vehicle and planned solicitation release date for each, will be provided as they become available.”

While those close to this have already course corrected, expect a lot of activity as potential bidders reevaluate their teaming approach and bid/no bid decision based on the new procurement strategy.
