The purpose of this Sources Sought is to conduct Market Research to determine an acquisition strategy for the acquisition of Electrical Power Distribution Equipment Testing, Inspection, and Maintenance. VAMC Cleveland, is seeking sources capable of complete the services described in the Statement of Work below. Electrical Power Distribution Equipment Testing, Inspection, and Maintenance STATEMENT OF WORK (SOW) as of 3/7/2026 1. Contracting Officer s Representative (COR). Electrical Power Distribution Equipment Testing, Inspection, and Maintenance 3. Background. Louis Stokes VA Medical Center, Cleveland, Ohio located at 10701 East Boulevard, Cleveland, Ohio 44106 is seeking a qualified contractor to provide, labor, materials, equipment, transportation, and supervision necessary to provide on-site full electrical power distribution equipment testing, maintenance, and inspections. Full maintenance includes on-site testing, maintenance and annual preventative maintenance inspections (PMI s). 4. Scope. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform maintenance and inspection, testing, and/or calibration of the Electrical Power Distribution Equipment and all of its components at the Cleveland VA Medical Center of facility Electrical Power Distribution Equipment meeting NETA standards. Electrical Power Distribution Equipment Testing, Inspection, and Maintenance as defined in this Statement of Work except for those items specified as government furnished property and services. The contractor shall meet the standards in this contract. In the event faults or repairs identified during maintenance or inspection exceed basic repair, Contractor shall submit cost estimate and Scope of Work to COR for routing to CO for approval and contract modification. No repairs or work outside the scope of this contract shall be performed prior to CO approval and fund allocation. All quotes for repair parts shall be provided at the agreed upon discounted GSA rate. Power distribution equipment maintenance schedule includes tri-annual testing, maintenance and inspection. Tri-annual testing of power distribution equipment outlined in section 5.10 of this SOW. 5. Specific Tasks. Onsite testing, inspection, minor repair, and housekeeping. 5.1 Substation and Transformer Maintenance completed tri-annually January May (Testing Period may be adjusted to meet medical center needs) Visually inspect, tighten hardware and torque bolted connections. Manually operate each switch to check operation of auxiliaries and interlocks. Check contact wipe, clearances and gaps as described in the manufacturer's instruction book. Clean and lubricate all moving parts with manufacturer's approved lubricants. Check electrically operable devices by conducting operating tests as described by manufacturer s instructions. Test all control systems equipment for proper operation after maintenance is performed and before placing them back in normal service. Verify the Kirk Key interlock system. Test bus for insulation resistance. The vendor is responsible for a thorough cleaning of all substations which includes all the bus, wiring, inside panels, and any and all supporting parts. All cleaning products must meet substation manufacture factory specifications. Use lint-free rags to clean conductors, contact points between the circuit breakers and main buss bars, buss bars and interior of the electrical equipment. Wipe down all sides and top of cabinet, substation or panel to remove dust/debris. Use a vacuum cleaner to remove large debris; compressed air is not to be used for this purpose. Visually inspect for signs of overheating, misaligned contacts, damaged insulation, or lose lugs. Upon completion the COR will inspect the substation for cleanliness. The vendor is responsible for inspecting the inside of the substation and confirms no foreign objects have been left inside the substation prior to returning to service. Liquid cooled transformers must have the cooling liquid tested and replaced when tests indicate that the liquid no longer meets manufacturer's specification. The liquid must be re-filled to meet the manufacturer's specifications. Test insulation resistance of both high and low voltage windings to ground and each other. Inspect temperature relays, gauges, switches and alarms. If equipped with fans and pumps, verify proper operation and test. Verify three (3} phase transformer turns ratio on all taps using a three (3} phase test set. Power factor test. Dry type transformers must be thoroughly cleaned exteriorly and inspected for overheating with infra-red thermal detecting equipment. Test insulation resistance of both high and low voltage windings to ground. Inspect temperature relays, gauges, switches, and alarms. Test fans, if equipped, and inspect all vent filters. Ensure proper routing of thermocouple leads. Verify transformer turns ratio on all taps. Visually inspect and clean transformer windings. Check torque on all accessible bolted connections. Clean cells and bus components. Test bus for insulation resistance. Visually inspect the main bus. Test all accessible bolted bus connections for proper torque and integrity. Test protective relays. Verify potential and control transformers. Check the breaker lifting device for proper operation. Verify the key interlock system. Energize the control circuits and test the integrity of the breaker close and trip circuits by operating the control switches and relay contacts. Verify the proper functioning of all indicating devices. Bolted pressure switches: Clean, lubricate and verify electrical and mechanical operation. Energize the control circuits and test the integrity of the breaker close and trip circuits by operating the control switches and relay contacts. Verify the proper functioning of all indicating devices. Verify the proper operation of the control power transfer equipment. Functional test all protective relays, where permitted. Switchgear and Switchboard Assemblies. Transformers 500 Kilovolt-Amps (kVA) or larger Switches, Vacuum, Medium-Voltage Switches, Air, Low-Voltage. Switches, Air, Medium-Voltage, Metal-Enclosed Motor Control, Motor Starter, Medium-Voltage Motor Control, Motor Starters, Low-Voltage. Circuit Breaker Maintenance 400 amps and above completed tri-annually January May (Testing Period may be adjusted to meet medical center needs) Clean and lubricate, as necessary. Operate the breaker racking mechanisms to verify smooth operation. Operate the breakers to check the operation of auxiliaries and interlocks. For low voltage breakers, inspect arc chutes, contacts and insulation structures in accordance with the manufacturer's instruction manual. Test each breaker with a portable secondary injection test set or primary injection test set. For medium voltage breakers, inspect interphase barriers and insulation structure for signs of damage or contamination. Check contacts in accordance with the manufacturer's instruction manual. Test insulation resistance. Test contact resistance. Circuit Breakers, Air, Insulated-Case/ Molded-Case. Circuit Breakers, Air, Low-Voltage Power. Circuit Breakers, Vacuum, Medium-Voltage. 5.3 Ground Resistance Testing completed annually July Test Ground resistance for the main MV room and all 24 substations throughout the facility. Refer to VAH 1028 FY16. Grounding Systems. Ground-fault Protection Systems. 5.4 IR Imagery completed annually in July Infra-Red Scanning/Thermographic Survey shall be performed on electrical equipment. Use an infra-red scanning camera to detect hot spots in the Electrical Power Distribution System. Objective of this work is to detect any loose, broken, or corroded connections in the system. Problem connections shall be replaced with new connectors, and/or tightened with torque wrench to meet the equipment manufacturers specifications. Infra-Red Report shall be prepared and submitted to COTR within seven (7} days of completion. Test report shall include nameplate data, test results, general condition and maintenance recommendations, and location. Color pictures shall be provided of any problem areas Note that since this work item must be done while the Electrical Power Distribution System is energized, appropriate safety precautions must be taken before, during and after scanning the system. The report for infrared inspections shall provide complete documentation of thermal patterns detected in the electrical equipment within the Louis Stokes VA Facility. Provide qualitative evaluation to help prioritize repairs. The infrared inspection report should meet the documentation requirements of the Infra-red inspection Institute Guideline for Infrared Inspection of Electrical and Mechanical Systems. All other published guidelines and standards pertaining to the infrared inspection of electrical and mechanical systems should be referenced and incorporated in the report and inspection. Electrical equipment (including, but not limited to switchgears, switchboards, distribution panels, motor control centers, and all related components) is inspected, tested, maintained, and/or calibrated every 36 months, and all work must be documented. NOTE: The National Electrical Testing Association (NETA) provides guidance, which is considered best practice for the maintenance of electrical equipment; these practices should be followed to the extent possible. Identify the hot spots in the electrical equipment by using infra-red thermal detecting equipment. Tighten problem connections to meet equipment manufacturers specifications using a torque wrench or other approved devices. Repair Priority Ratings Temperature Severity Ratings are the objective and based on temperatures measured by the thermography. The exception and other reference temperatures are compared to industry standards and guidelines to produce an objective Temperature Severity Rating. The vendor is to use the following temperature criteria to assign Temperature Severity Ratings to the exceptions: NETA Priority Criteria for Electrical & Mechanical Exceptions #1 (0 to 18°F} Possible deficiency and warrants investigation #2 (18 to 36 °F} Indicates probable deficiency, repair as time permits #3 (36 to 72 °F} Indicates definite discrepancy; repair as soon as possible #4 (Greater than 72 °F} Indicates major discrepancy; repair immediately 5.5 Medium Voltage Relay Testing completed tri-annually January May Protective Relays Microprocessor Based. Calibrate and maintain adjustable protective relays. Visual inspection. Clean. Test. 5.6 Medium Voltage Substation Control Power Batteries completed annually January May Inspect, clean and check torque on bolted connections. Check for proper voltage and regulation. Perform battery impedance and resistance testing. 5.7 Transformer Oil Testing completed annually April June Collect cooling liquid oil sample for testing: General quality tests Dielectric strength Acid neutralization Interfacial tension Visual inspection Water content Power factor Dissolved gas analysis 5.8 Tri-annual 4-Hour Power Outage Test (2029) The Contractor shall be present for and will participate as a resident expert in the VAMC 4- hour test of the Essential Electrical System (EES) to be conducted on a Saturday or Sunday. This test shall fulfill the requirements of VHA Directive, Electrical Power Distribution System, NFPA 110 (e.g. Para. 8.4.9.) and The Joint Commission. This test will include opening all utility service connections serving the VAMC for a minimum of 4 hours. During the test period, verify operation of all EES components including the transfer to emergency power and return to normal service. The Contractor shall include in their bid proposal all costs associated with the services of the local utility company for the duration of the test. The estimated duration of the Contractor s involvement is between 8 12 hours. The Contractor shall assist the VAMC staff with troubleshooting and correcting malfunctioning electrical equipment discovered during the test. Contractor shall make any required adjustments and/or re-calibrations to all equipment which has been otherwise maintained, inspected, and tested under this Scope of Work. 5.9 Maintenance Reports Contractors shall report deficiencies that are deemed critical or catastrophic immediately to the Contracting Officer Representative for immediate actions. Work items, definitions, and references shall comply with the latest edition of the NETA Maintenance Testing Specifications (MTS) and with the VHA Directive, Electrical Power Distribution System. NOTE: settings such as ATS settings, Adjustable Breaker Settings, etc must be provided by the VA. If not available from current coordination studies, then they should have the contractor conduct a study to determine proper settings. System Function Tests. Deliverables: Written Report A complete written report of the work performed shall be provided to the VA within 7 days of completion. Information shown in the report shall be as follows: Company s name, addresses, telephone, & FAX numbers. Name and signature of contractors who perform the maintenance and testing. VA Work Contract Number, name and number of VA Contracting Officer. Date and Time of work. Copies of contractors valid licenses, professional and training certificates. Descriptions and model number of specialized tools and equipment used, such as torque wrench or infra-red scanning camera. Location, Type, Name, serial number, and nameplate information of electrical equipment to be maintained and tested. Descriptions of work items. Test data. Reference materials such as equipment manufacturer s specifications, coordination study, etc. Remarks on conditions of electrical equipment. List all deficiencies, if any. Recommended corrective actions, if any. Submit four (4) hard copies of the complete written report and emailed report to VA Contracting Officer Representative (COR) within seven (7) calendar days of visit. All reference materials shall be included in the electronic version of the report, either through scanning or other means of electronic text import methods. 6.2 Awarded contractor shall submit a site-specific safety plan (SSSP) outlining how inspections and testing will safely be conducted. This safety plan will be submitted to VA safety department for approval. COR will provide SSSP packet to contractor for completion. Performance Monitoring Prior to bidding, it shall be the responsibility of the bidder to visit Cleveland VAMC and inspect the equipment listed within this SOW and the facility to establish to their satisfaction the condition of the Electrical Power Distribution equipment to be maintained and any other conditions affecting the work to be performed. This equipment is offered in an "as-is" condition. No claim shall be allowed for correction of deficiencies claimed to exist prior to award of contract. Quarterly meetings will be conducted with CO, COR, and contractor leadership. Contractors shall be experienced Electrical Contractors, having properly trained and licensed permanent staff required to perform the proposed work. Electrical Contracting (i.e. the construction, repair, testing and maintenance of industrial and commercial electrical distribution systems) shall be the primary interest/specialty of the Contractor s business. Contractors shall be certified by the International Electrical Testing Association (NETA) or equivalent certifying organization as Certified Technicians with each having completed the Occupational Safety & Health Administration (OSHA) approved 10-hour construction safety training. Contractors shall have technical training and demonstrable track records of working experience in maintenance, inspection, and testing of the Electrical Power Distribution Systems and related components in healthcare, industrial, educational, and commercial facilities for a minimum of five (5) continuous years. Electrical components on which the Contractors have experience shall include, but not be limited to, switchboards & switchgear (low and medium voltage); low voltage controls; emergency and standby generators; automatic transfer switches, wiring, transformers, meters, and other electrical appurtenances. Contractors shall have safety trainings either on-the-job or class-room type - in electrical safety outlined in the OSHA Standard 29 Code of Federal Regulations (CFR) 1910 Subpart S Electrical, and the NFPA 70E Standard for Electrical Safety in the Workplace. Training certification shall be provided indicating each technician is a Qualified Person as defined by NFPA 70E. Training certifications shall be submitted to the VA Contracting Officer prior to work. If no training certifications are available, the contractor Employer shall certify that he/she has met this requirement in writing, and submit it to the VA Contracting Officer prior to work. Contractors shall have ready access to the latest versions of the following references: NFPA 70, National Electrical Code. NFPA 70B, Recommended Practice for Electrical Equipment Maintenance. NFPA 70E, Standard for Electrical Safety for the Workplace. NFPA 110, Standard for Emergency and Standby Power System. OSHA Standard 29 CFR 1910, Subparts I & S. International Electrical Testing Association, Inc. (NETA) Maintenance and Testing Specifications. Operating/Maintenance manuals, and specifications of the electrical equipment to be maintained and tested. These documents may be obtained from the VHA Medical Center, or the equipment manufacturers. VHA Directive [2006-056][1028], Electrical Power Distribution System Contractors shall have and provide all necessary tools, equipment, and Personal Protective Equipment (PPE) to perform the work safely, effectively, and timely. Tools, equipment, and PPE shall comply with the requirements of OSHA Standard 29 CFR 1910, Subpart I, and NFPA 70E. Prior to initiating work, Contractor shall provide documentation that all instruments, test equipment, tools and PPE have current calibration. Dated calibration labels shall be visible on all instruments, test equipment, tools and PPE as appropriate. Quality Control : The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this SOW. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. After acceptance of the quality control plan the contractor shall receive the contracting officer s acceptance in writing of any proposed change to his QC system. Quality Assurance: The government shall evaluate the contractor s performance under this contract in accordance with the Quality Assurance Surveillance Plan. This plan is primarily focused on what the Government must do to ensure that the contractor has performed in accordance with the performance standards. It defines how the performance standards will be applied, the frequency of surveillance, and the minimum acceptable defect rate(s). Hours of Operation: The contractor is responsible for conducting business, between the hours of 7 a.m. to 11:30 p.m. Monday thru Friday or Saturday and Sunday 6 a.m. 6 p.m. when maintenance requires electrical power interruption, except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. For other than firm fixed price contracts, the contractor will not be reimbursed when the government facility is closed for the above reasons. The Contractor must at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this SOW when the Government facility is not closed for the above reasons. When hiring personnel, the Contractor should keep in mind that the stability and continuity of the workforce are essential. Work is not to be performed during federal holidays without prior approval of the COR. The name of this person and an alternate who shall act for the contractor when the manager is absent shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available between 8:00 a.m. to 4:30 p.m., Monday through Friday except Federal holidays or when the government facility is closed for administrative reasons. Check In Requirements: The Contractor Service Personnel and/or representative must report to the Electric Shop Supervisor within the engineering department or designated point of contact (POC) to sign with department staff before work begins. Upon completion of work, the Contractor Service Personnel and/or representative must report to the appropriate department to sign out. Parking: Onsite parking is not available, and all contractor personnel will be required to obtain street side parking. Security Requirements: The C&A requirements do not apply, and a Security Accreditation Package is not required. Dedicated personnel will be assigned solely to observe, interact, assist, and assure protection of VA sensitive information. Contractor employees providing services at VA facilities may undergo a security clearance in the form of a basic background investigation.  11. General Security: Contractors, contractor personnel, subcontractors, and subcontractor personnel shall be subject to the same Federal laws, regulations, standards, and VA Directives and Handbooks as VA and VA personnel regarding information and information system security. VA Information Custodial Language: Information made available to the contractor or subcontractor by VA for the performance or administration of this contract or information developed by the contractor/subcontractor in performance or administration of the contract shall be used only for those purposes and shall not be used in any other way without the prior written agreement of the VA. This clause expressly limits the contractor/subcontractor's rights to use data as described in Rights in Data - General, FAR 52.227-14(d) (1). The contractor/subcontractor must store, transport, or transmit VA sensitive information in an encrypted form, using VA-approved encryption tools that are, at a minimum, FIPS 140-2 validated. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI). No GFE will be issued to complete the requirements of this contract. Contractor shall be currently engaged in maintenance, repair, inspection, and testing of electrical power distribution equipment. Contractor shall have a minimum of five (5) years within the last seven (7) years of successful experience maintaining power distribution equipment identical or similar to the equipment listed in this Contract SOW. Offerors shall submit references for the five (5) years of experience including names, addresses, and telephone numbers of specific companies and key personnel to contact. The Contractor shall provide a Contract Manager who shall be responsible for the performance of the work. The name of the Contract manager and an alternate shall be designated in writing to the CO/COR prior to the Contract start date. Changes to personnel shall be submitted to the Government within five (5) work days of the changes. The Contract Manager or alternate shall have full authority to act on all Contract matters relating to the daily operation of the Contract. The Contract Manager or alternate shall be available to speak/meet with the CO or COR within 24 hours of request during normal operating hours, and or within the next business day after Friday or a Federal holiday.
