Superior National Forest Road and General Construction IDIQ

The USDA Forest Service is soliciting proposals under solicitation number 12445523R0009 for road and general construction services within the Superior National Forest. This project is a 100% Small Business (SB) set-aside and is classified under NAICS 237310 Highway, Street, and Bridge Construction and PSC Z1LB MAINTENANCE OF HIGHWAYS/ROADS/STREETS/BRIDGES/RAILWAYS. Work will occur at multiple locations throughout the forest, with the contracting office based in Duluth, Minnesota. The government intends to award one or more Indefinite Delivery Indefinite Quantity (IDIQ) contracts for a five-year performance period. The total contract value is not to exceed $7,000,000, with a guaranteed minimum of $1,000. Contractors must furnish all labor, equipment, supervision, transportation, and supplies necessary to complete tasks such as culvert replacement, spot filling, gravel placement, bridge repair, and general construction. All work is subject to applicable wage rates and must comply with local, Federal, and State codes.

Amendment 0001 was issued to delete the requirement for bid bond submissions. The solicitation includes two attachments: an SF 1442 and a Request for Proposal document, both posted on May 23, 2023. Offerors must be registered in the System for Award Management (SAM) and have completed all online representations and certifications to be eligible for award. All responsible small business sources may submit a proposal for consideration.
