Sources Sought - IHS OCAO OEHE Division of Sanitation Facilities Construction CAD, GIS, and Surveying Capabilities

The Indian Health Service (IHS) Oklahoma City Area Office (OCAO), Office of Environmental Health and Engineering (OEHE) Division of Sanitation Facilities Construction (SFC), has issued this sources sought notice to identify vendors capable of providing Computer-Aided Design (CAD), Geographic Information Systems (GIS), and surveying services. These capabilities support the mission of developing safe water, wastewater, and solid waste systems for Native American tribes and Alaska Native villages. Specific project activities include installing wells, septic tanks, drain fields, aerobic systems, water lines, and sewer lines for individual homes. The agency is considering various performance models, including full-time contracting or on-demand services, to support field offices in Clinton, Okmulgee, Pawnee, Lawton, Shawnee, and Miami, Oklahoma, as well as Holton, Kansas.

The requirement is classified under NAICS code 541370 for Surveying and Mapping (except Geophysical) Services and PSC R425 for Professional Engineering and Technical Support. This notice is issued as an ISBEE (Indian Small Business Economic Enterprise) set-aside, and the government provides absolute preference under the Buy Indian Act to Indian Small Business Economic Enterprises and Indian Economic Enterprises. Although the agency is still determining its acquisition approach and no defined requirement exists at this time, small and other-than-small vendors are invited to submit their socio-economic status and technical capabilities.
