The U.S. Army Corps of Engineers, Alaska District, has issued this special notice to conduct market research regarding the potential use of a Project Labor Agreement (PLA) for the JBR050 Alaska Army National Guard (AKARNG) Aircraft Maintenance Hangar project. Located at Fort Richardson, Alaska, this fiscal year 2025 project is a design-bid-build procurement classified under NAICS 236220 for Commercial and Institutional Building Construction and PSC Y1EB for Construction of Maintenance Buildings. The project is considered a large-scale federal construction effort, which generally requires the use of PLAs under Executive Order 14063 for projects valued at $35 million or more.
The government is soliciting information from the construction community to determine if a PLA would enhance economy and efficiency, promote competition at fair prices, and remain consistent with federal regulations. This request for information seeks feedback from unionized and non-unionized contractors on several factors, including local market share of union labor in Anchorage, historical use of PLAs in the region, potential cost savings or increases, and the availability of skilled labor. Responses will assist the agency in deciding whether to pursue an exception to the mandatory PLA requirement or proceed with its implementation.
Interested parties must submit comments no later than October 31, 2024, to the identified points of contact, including Michelle Nelsen. Submissions are limited to three pages and should address specific questions regarding firm experience, local labor conditions, and the anticipated impact of a PLA on the project schedule and budget. This notice is for planning purposes only and does not constitute a request for proposals, nor will the government provide a solicitation or award a contract based on this research.
