Pre-Solicitation Synopsis for the Overhaul/Upgrade of the Mechanical Transmission for the UH-60 Black Hawk

The Department of the Army, ACC-RSA, is seeking the overhaul and upgrade of mechanical transmissions for the UH-60 Black Hawk under solicitation number W58RGZ-26-R-0069. The contractor will provide all services, facilities, labor, and materials necessary to process input part numbers 70351-58100-046, 70351-58100-050, and 70351-58100-051 into output part number 70351-58100-051. This procurement involves an estimated quantity range of 25 to 150 units, which includes a maximum of 25 Foreign Military Sales (FMS) units. The requirement is classified under NAICS 336413 Other Aircraft Parts and Auxiliary Equipment Manufacturing and PSC 1615 Helicopter Rotor Blades, Drive Mechanisms and Components, with no set-aside (NONE).

The mechanical transmission is designated as an aviation Critical Safety Item (CSI), requiring overhaul by a source approved by the Systems Readiness Directorate (SRD) in accordance with DMWR 1-1615-372. While Sikorsky Aircraft Corporation is currently the only known approved source, prospective contractors may submit a Source Approval Request (SAR). To qualify, offerors must possess a Cybersecurity Maturity Model Certification (CMMC) Level 2 assessment from an authorized third-party organization and submit all requisite documentation to the SAR approval office. Performance will take place at Redstone Arsenal, Alabama, following the procedures of FAR Part 15.

Responses are due by June 25, 2026, and must include company contact information, business size, and socio-economic status. All proposals and requests for the solicitation must be submitted via email to Andrew E. Cameron, as fax or hard copy responses will not be accepted. This requirement is currently unfunded, and the award will be withheld until the government receives sufficient funds. The closing date is an estimate and may be adjusted depending on the release date of the final solicitation.
