This is a synopsis/solicitation for commercial items prepared in accordance with the format in RFO subpart 12.201, as supplemented with additional information included in this notice. Solicitation Number FA8604-26-Q-B003 is issued as a Request for Quote (RFQ). This acquisition is 100% small business set aside. The NAICS CODE for this solicitation is 517111 with a size standard of 1,500 employees.
This RFQ has twenty-five (25) line items. The contractor shall provide all necessary transmission facilities, equipment, materials, maintenance, and engineering required to deliver a voice interconnection service, enabling access to bi-directional and worldwide phone networks for Wright Patterson AFB Public Telephone Network Interconnect Service, utilizing IP-based voice transport solution as identified in the Performance Work Statement (PWS). This is a Lowest Price Technically Acceptable (LPTA) source selection conducted in accordance with Revolutionary FAR Overhaul (RFO) Part 15.103-2.
The contractor must be registered in SAM prior to award. The Government will make an award from this request for quote to the technically acceptable, responsible offeror whose quote offers the lowest price to the Government. The Government reserves the right not to make an award at all.
All quotes are due by 3:00 PM Eastern Daylight Time on 1 July 2026.
Any quote, modification, or revision that is received at the designated Government office after the exact time specified for receipt of quotes is “late” and will not be considered.
