RFLP Artificial Intelligence (AI) Data Center Development at Joint Base Elmendorf Richardson, Eielson Air Force Base, and Clear Space Force Station

The Department of the Air Force (DAF) is issuing solicitation AFCEC-26-R-0006 to request lease proposals for the development of commercial Artificial Intelligence (AI) data centers. Under the authority of 10 U.S.C. § 2667, the government intends to lease underutilized parcels of land to qualified non-federal entities in exchange for monetary consideration at no less than fair market value. The project locations include Joint Base Elmendorf Richardson, Eielson Air Force Base, and Clear Space Force Station, all of which are active military installations in Alaska. Offerors may propose development for one or more installations based on commercial viability.

The primary objective of this initiative is to optimize the value of federal real property assets in accordance with Executive Order 13327 and DAF installation policy. While the government may eventually negotiate separate contracts for AI data center services or power, it is under no obligation to do so, and offerors must develop concepts that do not rely on government purchases.
