The U.S. Army Corps of Engineers (USACE), Louisville District, intends to award a firm-fixed-price, sole-source contract for the complete modernization of the elevator located in the control tower at Taylorsville Lake in Taylorsville, Kentucky. The scope of work requires the contractor to furnish all personnel, labor, equipment, supplies, and materials necessary to replace and upgrade critical electrical and mechanical components, including the controller, hoist machine motor, governor, and related parts. This project carries a performance period of 365 days from the issuance of the notice to proceed.
This noncompetitive action is justified under the authority of FAR 6.103-1 because the government has determined that only one responsible source can meet the agency’s needs. The original installer possesses exclusive knowledge of the elevator’s unique configuration and legacy components, which are now obsolete. Previous attempts at full and open competition resulted in a contract termination for convenience when the awardee could not perform the work. Utilizing the sole-source contractor is intended to mitigate risks to safety and project continuity, as the elevator is essential for maintaining critical dam machinery.
The solicitation is identified under number W912QR26QA049 and is classified under NAICS 238290, Other Building Equipment Contractors, and PSC Z2AZ, Repair or Alteration of Other Administrative Facilities and Service Buildings. While the agency intends to proceed with a sole-source award, all responsible sources may submit a capability statement, proposal, or quotation for consideration by June 25, 2026. Submissions must be directed to Contracting Specialist Marcie Billotto within 15 calendar days of the notice publication.
