IGF:OT:IGF The purpose of this modification is to extend the closing date and to answer questions that was submitted. QUESTIONS AND ANSWERS FOR A&E IDIQ 1. May we use ACASS reports or past PPQs in lieu of this form? We will accept other proof of past performance ratings as long as it has the same requested information. 2. We could not find or download the Geographic Location Choice(s) page shown in the Chart on page 60 of the Terms & Conditions. Please indicate where we can find. , just include a statement in the cover page stating what areas you would like, however, we would like for each of the four selected firms to be able to work any of the areas that are within the Region 4 area of responsibility or other states if necessary. 3. Since the Disciplines Services Sheet is no longer required in Phase 1 of the selection process, do we submit any cost or pricing info at this time? No pricing is to be submitted until phase !! whereby directions will be sent out how to send the for to the contracting officer in a sealed envelope that will only be seen by the contracting officer after the board has selected the final four organizations/firms etc. 4. Is there a date range for how recent the projects highlighted in Section F of the SF330 should be or is there not a limited time period? We would like within the last five years but you may include any project as long as it does not go over the 60 page limit. 5. Amendment 1: Regarding Attachment 2, the Contractor Performance Questionnaire (to be completed by client only, returned to USFWS), is there a preferred method of delivery for these (email from client, fax, or USPS/delivery)? Email from client to earl Higginbotham @ [email protected] . 6. The files included in the amendment 1 download included a Microsoft Word document entitled Contractor Past Performance Questionnaire. However, the solicitation itself makes no mention of this form being required as part of our statement of qualifications submittal. Is this form required to be submitted on January 15th? The contractor past performance evaluation is to be submitted no later than the closing date and time. 7. The files included in the amendment 1 download included a Microsoft Word document entitled DISCIPLINE OR SERVICE (1). This appears to be a wage rate disclosure form. However, the solicitation itself makes no mention of this form being required as part of our statement of qualifications submittal. Is this form required to be submitted on January 15th? No only on phase II will the pricing be seen only by the contracting officer or the contracting officer administrative officer. The 8. board will not see the pricing before their selection.. 9. If the wage rate disclosure form is to be submitted, will it be used in selecting the most qualified firms? No pricing is due for phase II evaluations. 10. Under #2 of Evaluation Factors, "Past Performance on USFWS A/E IDIQ Contracts," what if we don't have experience with these yet? Will we lose points, if so how many? Or would we be disqualified? A contractor will not loose points for lack of FWS experience but would receive a neutral rating in this catergory, if applicable. 11. Can you clarify what "Questionnaire #7 was added, submit as stated in solicitation" means on the last page of the solicitation? The is a Contactor Performance Questionnaire form that is to be completed by the client and emailed to [email protected] and [email protected]. 12. Will the pricing information submitted by the short listed firms remained sealed during that phase and only opened by the Contracting Officer during contract negotiations? The pricing will be sent to Earl Higginbotham and will only be opened when the final organization/firm has been selected. 13. Is the entire SF 330 limited to 30 pages, including sections A, B, C, D, E, F, G, H, I and Part II? The page limit was increased to 60 pages total not including the cover page. 14. Will each printed side (contains content/text like diagrams, extraneous data, etc.) of the piece of paper count as 1 page? The normal page is 8 by 11 anything larger counts as two pages. Printing on both sides of the 8 X 11 counts as two pages. 15. Is a price volume required? Pricing is only due in phase 2 and will be sent to the contracting officer who is the only one that can open and will not be revealed until the final organization/firm has been selected for a contract. 16. Other than the Discipline or Service information document attached to Modification 00001 (Amendment 1), what is required to be included in the price volume? Just this form for the initial year and four option years 17. Sol F16PS00019 Amd 00001 references a portfolio. Is this in addition to the SF 330 volume? The portfolio is referring to the entire packet containing the cover letter the sf330 and any other information that you submit, remembering that the page count is limited to 60 pages not counting the cover page. 18. Under #2 of Evaluation Factors, "Past Performance on USFWS A/E IDIQ Contracts," what if we don't have experience with these yet? Will we lose points, if so how many? Or would we be disqualified? A potential contractor should not loose points for lack of FWS experience, the potential contractor would receive a Neutral rating in this category, if applicable.
