AWM103 Upgrade Kits and Installation

The Naval Air Warfare Center, Aircraft Division (NAWCAD) Lakehurst, NJ intends to solicit on a sole source basis a 5-year IDIQ with Science Applications International Corporation (SAIC) Aircraft Armament Systems, Indianapolis, IN. SAIC has developed an upgrade package that addresses obsolescence matters associated with the existing AN/AWM-103B Stores Management Subsystem Test Set (SMSTS). This Class I ECP upgrades the AN/AWM-103B into an AN/AWM-103C, replacing the Electronics Unit subassembly addresses component obsolescence and problematic failure modes. This action will procure upgrade kits for the AWM-103 and include installs to upgrade to the AN/AWM-103C configuration, as well as upgrade current production models to the AN/AWM-103C The Government intends to procure the above items under 10 U.S.C. 3204(a)(1) (formerly known as 10 U.S.C. 2304(c)(1) ), Only one responsible source and no other supplies or services will satisfy agency requirements. This is not a request for competitive proposals. However, responsible sources are encouraged to submit a response to this synopsis in writing that contains information that may be used by the Government to determine whether or not to conduct a competitive procurement. A determination by the Government not to open this requirement to competition based upon response(s) to this notice is solely within the discretion of the Government.
