This notice of intent is not a request for competitive proposals. However, this notice does function as a Request for Information (RFI) for offeror’s who believe they can meet the Government’s requirement (see Section 9 below). The purpose of this notice is to inform industry of the Government’s intent to solicit and negotiate with only one source and to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community. The Government is looking to avoid a perpetual sole source relationship and must ensure there is adequate competition among the potential pool of responsible contractors. Any source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. Businesses are highly encouraged to participate and provide feedback regarding what is needed to compete in this current acquisition and future acquisitions. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
9. Requirement: The Government requires the procurement of Common Sensor Radio (CSR), a military-grade self-healing mesh network radio hardware and system support in accordance with the attached PWS.
This contract effort will use the knowledge attained while working under previous agreements to produce and deliver CSRs from Oakwood in support of both ARL internal mission research programs and ARL customer programs. In addition, the effort will include incidental system and software development to support research, demonstrations or experiments of new capabilities, and to meet additional operational requirements as it relates to CSR technologies.
The Government does not intend to use FAR Part 12 for this acquisition.
