Sole Source - Open, Inspect, Drum Winch

The United States Coast Guard Surface Forces Logistics Center (SFLC) Procurement Branch 2 intends to award a sole source contract to Ram Winch and Hoist Management, LLC. This requirement covers the opening, inspection, and repair of drum winches, classified under NAICS 811310 for Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance and PSC J020 for the maintenance, repair, and rebuilding of ship and marine equipment. There is no set-aside designated for this procurement.

The government has identified Ram Winch and Hoist Management, LLC as the original equipment manufacturer (OEM) possessing the proprietary knowledge, technical expertise, and specialized capabilities necessary to meet agency requirements. The procurement is being conducted under the authority of FAR 13.106-1(b) because the OEM is considered the only responsible source capable of providing the required services with the necessary level of compatibility, quality, and performance.
