The Department of State Office of Acquisitions Management, on behalf of the Executive Office of the Secretary, U.S. Department of State issues this special notice of its intent to negotiate a sole source award (3-year) to DATAMINR, INC. for First Alert, a real-time news and alerting software tool. The requirement is to provide First Alert software to Department of State (DOS) customers. DOS engages in a broad range of critical missions throughout the world supporting U.S. international relations, diplomatic and security interests. To support these missions, DOS requires a single, proven commercial-off-the-shelf (COTS) real-time news and alerting software tool utilizing publicly available information (PAI) to enable DOS personnel to respond in real time. The Department must remain ahead of constantly evolving global and domestic events to maintain mission-critical awareness and help support strategic decision making. First Alert has been supporting critical DOS missions since 2018. Historically, First Alert was purchased at a smaller scale in 2018 under order number XX and renewed in 2019 under order number XX. This procurement will ensure continuity by renewing these ongoing requirements, as well as support potential future requirements across the Department. Respond to this requirement by submitting written capabilities/specifications to the Office of Acquisitions Management at the email address provided. This notice of intent is not a request for competitive quotes; however, the Government will consider all responses received by the deadline located in this synopsis. A determination by the Government whether a competitive procurement is feasible may be based upon responses to this notice and is solely at the discretion of the Government. If no affirmative responses are received by the deadline to determine whether a qualified source is more advantageous to the Government, an award will be placed with DATAMINR, INC. This purchase is to be processed in conjunction with FAR Part 6.3. Acquisition of Commercial Items. There is no solicitation package available.
