THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS, and no formal solicitation will be issued. However, any responsible source believing it can fulfill the requirement may submit a capability statement.
Interested parties have fifteen (15) days from the date of this publication to submit clear and convincing written evidence of their qualifications and capabilities to assume full operations of the DSMS system with minimal transition.

The Government will not reimburse any expenses incurred in responding to this notice. Capability statements will be used solely to determine whether to conduct this specific bridging procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full-and-open basis, based upon responses to this notice, is solely within the Government's discretion.
